HOUSE CONCURRENT RESOLUTION NO. 32

Requesting the Division of Natural Resources to create an
advisory committee to study the current administration of
the Class Q resident hunting permits for the physically
disabled to improve the permitting process.
Whereas, West Virginia is a State of great scenic mountain
beauty with bountiful hunting opportunities; and
Whereas, This beautiful mountainous terrain imposes a severe
hardship on those physically disabled persons attempting to hunt
in West Virginia; and
Whereas, The Class Q resident hunting permit was created to
give physically disabled persons a greater opportunity to hunt in
West Virginia; and
Whereas, There have been certain problems in administering
the Class Q permit which are in need of review, and in
particular, the definition of "physical disability" for purposes
of determining eligibility for the Class Q permit is in need of
clarification; therefore, be it
Resolved by the Legislature of West Virginia:
That the Division of Natural Resources is hereby requested to review, examine and study, and make recommendations to improve
the administration of the Class Q resident hunting permits for
the physically disabled; and, be it
Further Resolved, That the Division of Natural Resources
advisory committee is requested to report to the regular session
of the Legislature, 2000, on its findings, conclusions and
recommendations, together with proposed drafts of any legislation
necessary to effectuate its recommendations.
